Cookie: Mix flour, baking soda and salt. Set aside. Beat butter, sugars together. Add vanilla extract, egg, flour, baking soda and salt, mix until soft dough forms. Spread 1/2 of chocolate chip cookie into a 13 x 9 x 2 inch baking pan. Cover with 1/2 cup of chocolate chips. Cookie Dough: Beat brown sugar and margarine until creamy. Beat in vanilla extract, salt, flour, milk and M & M's. Spread over the cookie crust. Spread the remaining chocolate chip cookie crust over the cookie dough. Bake at 350 degrees for 10 minutes.
