Crust: Mix flour, margarine, butter, sugar and salt together. Pour into an 13 x 9 x 2 baking dish. Bake at 350 degrees for 10 minutes. Cool completely. Cookie Dough: Mix margarine, butter, sugar and salt together until smooth. Beat in milk, vanilla extract & graham crackers. Add M & M's pieces to dough and mix well. Spread over crust and chill 10 minutes. Topping: Mix cool whip and cocoa together. Spread over cookie dough. Decorate.
