Crust: Beat flour, margarine, butter, sugar, salt & cocoa together. Pour into a 13 x 9 x 2 inch baking pan. Bake at 350 degrees for 10 minutes. Cool completely. Cookie Dough: Beat butter, sugar, milk, vanilla extract, salt and graham crackers. Fold in candy bars and M & M's mix well. Spread over the crust. Topping: Spread cool whip over the cookie dough. Decorate.
