Brownie: Mix brownie ingredients. Pour into a 13 x 9 x 2 inch baking pan. Bake at 350 degrees for 20 minutes. Cool completely. Filling: Beat cream cheese, dry pudding mix, sugar, milk and M & M's until mixed. Spread over brownies. Topping: Mix cool whip and cocoa powder. Spread over cream cheese layer. Decorate.
